Q: Why is the sharing of a deliverable a requirement?

A: EPA accepted eXtension Foundation’s application, including the requirement to produce at least one product/deliverable that could be “shared” with other PSEPs. The word “share” in terms of the intent of the award only means to make available for other PSEPs to see what others have developed. This is intended to facilitate the potential collaboration that may occur if PSEPs are aware of what other PSEPs are developing, or have developed. This information also helps to reduce duplication of effort, thereby maximizing the impact of the funding. The word “share” in no way implies a forfeiture of intellectual property, or the rights of the developer to determine how one’s original work is controlled, used or distributed.

Q: Is there a place on the application where collaboration between PSEPs can be indicated?

A: Yes, under the “Sub-award Work” section of the application there is a question to indicate if collaboration will occur between PSEPs.

Q: If I collaborate with another PSEP(s) on the sub-award project/program resulting in one deliverable, how should that deliverable be shared?

A: If PSEPs choose to collaborate on one deliverable, at the end of the sub-award term one of the PSEP coordinators should be responsible for uploading the deliverable to the Box.com site. In the progress report for both sub-awardees, it should be clearly stated who is responsible for uploading the deliverable and describe in detail the collaboration that took place for the deliverable. A shared deliverable should be a significant product.

Q: If I collaborate with another PSEP(s) resulting in one deliverable, do we both get credit for meeting the requirements of the sub-award?

A: Yes, both will receive credit for meeting the requirements of the sub-award with the one shared deliverable. A shared deliverable should be a significant product.

Q: If I collaborate with another PSEP(s) resulting in one deliverable, should we both upload the deliverable to the Box.com site at the end of the sub-award term?

A: No, please designate one PSEP coordinator to upload the deliverable to the Box.com site. In the final progress report for both sub-awardees, it should be clearly stated who is responsible for uploading the deliverable and describe in detail the collaboration that took place for deliverable. A shared deliverable should be a significant product.

Q: Are PSEFMP funds only PRIA funds?

A: The funds for 2020 are half PRIA and half discretionary funds. This may not be the case in the future, however. Depending on EPA’s budget and priorities, we could have less or no discretionary funds.

Q: Do I have to work with NPSEC?

A: No, you do not have to work with NPSEC. It is not required, nor will it impact your ability to obtain funding.

Q: What if I decide to work with NPSEC?

A: If you decide to work with NPSEC to distribute the product you submit to eXtension’s non-public informational repository, you and your institution will negotiate the terms of that agreement directly with NPSEC.

Q: How can I evaluate the success of my program?

A: Within the application you will be asked to select between one (1) benchmark in which you plan to evaluate your project. When your project is complete, you will use that benchmark to evaluate the success of your project. Additionally, with the submission of your progress reports and feedback from eXtension, project success will be clear.

About National Pesticide Safety Education Center

NPSEC seeks to strengthen the national system of university extension Pesticide Safety Education Programs by improving the quality, consistency, and accessibility of educational offerings, promoting collaboration and leveraging of educational resources and learning assessment tools, and increasing revenue generation. NPSEC does not receive any EPA funding under the EPA eXtension Foundation cooperative agreement.

2019 PSEFMP Subawards Announcement

On September 4, 2018, eXtension Foundation announced the second year of funding from EPA cooperative agreement, to establish and administer a national sub-award program in support of pesticide applicator education, and training for certified applicators of restricted used pesticides. An online application process was utilized in order for PSEP coordinators to submit applications, provide review of those applications, award applications, and provide post award services including ongoing communication with awardees and submission of progress reports.

Approximately 90% (51/57) of all eligible PSEPs submitted applications by the December 1, 2018 deadline. This is an increase of almost 7% over the applications received for the 2018 funding opportunity. Out of the applications received 50 were funded. This is an increase of four applications over last year.

● Fifty (50) states/territories applied and received funds: Alabama, Alaska, Arkansas, Arizona, American Samoa, California, Colorado, Connecticut, Delaware, Florida, Georgia, Guam, Hawaii, Idaho, Illinois, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, Tennessee, Texas, U.S. Virgin Islands, Utah, Vermont, Virginia, Washington, West Virginia, and Wyoming.

● Six eligible PSEPs did not apply for this funding opportunity: Commonwealth of the Northern Marianas, District of Columbia, Indiana, Michigan, Micronesia, and Wisconsin.

● At this time it is unknown why the six eligible programs did not apply for these funds. Follow up will occur with these programs to determine their reasons for not applying, and solicit feedback on changes we can implement to encourage them to apply for next year.

● Institutional indirect cost rates ranged from 0 – 52%. More than half of the sub-awardees’ indirect rates were 26% or less. Each university has a “College and Universities rate agreement.” Neither the eXtension Foundation nor the EPA can override a cost rate agreement a university has negotiated with another federal agency. That rate must be used with all federal agencies. It was at the PSEP’s discretion to request a lower institutional indirect cost rate with their Contract Office.

● Average time for PSEPs to complete the online application was 45 minutes. This is a decrease of eleven minutes from the previous year.

eXtension Foundation funded 50 subrecipients, distributing a total of $983,856.90. Within 30 days of the advisory committee’s decision, 90% of the funds were distributed to sub-awardees. To reach a funding formula for subawards, a base figure representing approximately 95% of the total funding received for Year 1 was established. The Advisory Committee decided that each subrecipient, regardless of the number of applicators present in the state/territory, would receive this base amount. The remaining 5% was prorated on the percentage of each sub-recipient’s average applicator count of the total (data provided by EPA). The final amounts available to each sub-recipient ranged from the $18,750.00 to $22,775.00. The average sub-award was $19,400.00. Any unawarded funds are added to the funding available for fiscal year 2020.

We look forward to the products that are slated to be produced from these programs for this year of funding.

Online Community and Deliverable Share Guide

PSEFMP Online Community and Deliverable Share Guide

One requirement for Pesticide Safety Education Programs (PSEP) to receive these funds is to produce at least one deliverable that could be shared with other PSEPs. eXtension Foundation has created a non-public repository available to sub-awardees, the advisory committee, and others affiliated with the PSEFMP only. The repository is for information purposes only. All work that is placed in the repository should be clearly copyrighted by the institution and/or author. Those with access to the repository do not have the right to modify or distribute copyrighted material.

There are two avenues for which PSEPs can “share” their deliverable to the repository. If you are interested in what other PSEPs have created and shared, then utilizing the Box.com option is the best choice for you. On Box.com, you will be able to upload your deliverable but also view what other PSEPs have created and shared.

If you are not interested in what other PSEPs have created and shared, and only want to share your deliverable, the Word Press site is the best option for you. On the Word Press site you will be able to upload your deliverable quickly and easily without the need for creating an account or logging into a site. The deliverables uploaded via the Word Press site will be uploaded directly to the Box.com site, and therefore other PSEPs who choose to use Box.com will have access to view your deliverable.

Provided here is a step-by-step guide for “sharing” and viewing the deliverables produced from PSEPs on both the Box.com site and Word Press site
